Department of Energy FY 2020 Budget Request Fact Sheet

March 12, 2019 - The President’s Budget Request for FY 2020 totals $31.7 billion for the Department of Energy (DOE), a $1.1 billion increase from the FY 2019 request. This year’s request secures America’s path to energy independence and continued historic economic growth by investing in and empowering reliable, affordable energy, advancing transformative scientific innovation, and enhancing U.S. national security.

The FY 2020 Budget Request provides:

$2.3 billion to secure energy independence and fund innovations for more affordable, reliable, and efficient energy sources.

$5.5 billion in science funding for cutting-edge research and development as well as state-of-the-art facilities at DOE’s National Laboratories.

$23.7 billion to modernize the aging U.S. nuclear deterrent and stockpile, continue progress at major nuclear cleanup sites, and strengthen grid cybersecurity.

To accelerate progress on national priorities and advance the DOE mission, the FY 2020 Budget Request invests:

$1.7 billion in early-stage technology research and development for affordable, reliable, and efficient renewable energy, nuclear energy, and fossil energy. This includes a $127 million increase in funding for new nuclear and fossil energy investments.

$119 million for Artificial Intelligence (AI) to improve the robustness, reliability, and transparency of Big Data and AI technologies, as well as quantification and development of software tools for DOE mission applications. This includes $71 million for the Office of Science (SC) and $48 million for the National Nuclear Security Administration (NNSA).

$809 million for the Exascale Computing Initiative, including $500M for SC and $309M for the NNSA, which will enable the deployment of an Exascale computer system in calendar year 2021.

$168 million for Quantum Funding, to understand how quantum systems behave and to address scientific challenges beyond the capabilities of classical computers.

$6.8 billion for Environmental Management and Legacy Management to clean up and monitor past cleanup of sites that supported development of the U.S. nuclear deterrent.

$157 million in grid cyber funding under the recently-established Office of Cybersecurity, Energy Security, and Emergency Response (CESER). This request is an increase of $61 million from the FY 2019 Budget Request.

$16.5 billion for the National Nuclear Security Administration (NNSA), an increase of $1.4 billion from the FY 2019 Budget Request, including:

$8.0 billion to sustain and modernize the U.S. nuclear stockpile;

$3.2 billion to modernize aging infrastructure;

$1.2 billion for physical security, information technology, cybersecurity, and other support for the NNSA nuclear security enterprise;

$1.6 billion for nuclear nonproliferation;

$0.4 billion for enhanced nuclear counterterrorism and emergency operations;

$1.6 billion to provide safe and effective integrated nuclear propulsion systems to the U.S. Navy; and

$0.4 billion for Federal salaries and expenses.

Energy

The FY 2020 Budget Request proposes $2.3 billion in funding for energy independence and innovation, and focuses emphasizing intradepartmental collaboration, joint capabilities, integration, and development of energy sector and advancing energy storage, security, reliability, and resilience, including:

$343 million for the Office of Energy Efficiency and Renewable Energy, plus a proposal to use $353 million in prior year balances for a total of $696 million;

$562 million for the Office of Fossil Energy Research & Development – an increase of $60 million from the FY 2019 Budget Request;

$824 million for the Office of Nuclear Energy – an increase of $67 million from the FY 2019 Budget Request;

$116 million for Yucca Mountain and Interim Storage Program (YMISP); and

$183 million for the Office of Electricity – an increase of $121 million from the FY 2019 Budget Request.

Science

The FY 2020 Budget Request proposes $5.5 billion in funding for the Office of Science to support scientific research, as well as construction and operation of open-access, scientific user facilities.

Invests $168 million in quantum information sciences;
$500 million for the Exascale Computing Initiative;
$71 million in artificial intelligence and machine learning;
$25 million for next-generation microelectronics; and
$20 million for genomic sciences.
National Security
The FY 2020 Budget Request proposes $23.7 billion for national security programs at the Department of Energy, including NNSA, the Office of Environmental Management (EM), and CESER.
The NNSA budget request for FY 2020 totals $16.5 billion, an increase of $1.4 billion from the FY 2019 budget request, including:
The NNSA
$8.0 billion to sustain and modernize the U.S. nuclear stockpile;
$3.2 billion to modernize aging infrastructure;
$1.2 billion for physical security, information technology, cybersecurity, and other support for the NNSA nuclear security enterprise;
$1.6 billion for nuclear nonproliferation;
$0.4 billion for enhanced nuclear counterterrorism and emergency operations;
$1.6 billion in Naval Reactors to provide safe and effective integrated nuclear propulsion systems to the U.S. Navy; and
$0.4 billion for Federal salaries and expenses.
Funding requested for EM is $6.5 billion for cleanup of 16 sites in 11 states. This request will fund Defense Environmental Cleanup, Non-Defense Environmental Cleanup and Uranium Enrichment Decontamination and Decommissioning Fund Appropriations.
$303 million is requested for the Office of Legacy Management (LM), including $141 million for a reform proposal to transfer management of the Formerly Utilized Sites Remedial Action Program (FUSRAP) from the U.S. Army Corps of Engineers to LM.
The FY 2020 Budget Request provides $157 million for national security by funding Grid Cyber efforts and initiatives within the recently-established CESER Office.
