October 18, 2021 - On Thursday, October 21, 2021 a presentation called “Net-Negative CO2 Baseload Coal Power Technology” is being given to the 2021 PCMIA/SME Pittsburgh Section Joint Meeting. The presentation describes the technology and the benefits of the Act, which are:

• Sustaining America’s baseload electricity production Capability
• Saving the jobs of thousands of miners and utility workers
• Providing new economic opportunities for the forest products and agricultural sectors
• Supporting the Administration’s CO2 reduction goals

All members of PCMIA and SME Section are asked to take action and email members of the Senate. Please Help Pass H.R.4891

Dear Senator ________________:

I am writing to express my strong support for H.R. 4891 “The Net-Negative Baseload Power Act” which was introduced by Congressman David McKinley (R-WV) on July 30, 2021. This bill transitions our nation’s coal fleet of power plants from their status of carbon dioxide emitters to a new role in the U.S. energy system as reliable baseload electricity generators with net-negative emissions. The bill includes a framework for a financial incentive program which would be managed by the Department of Energy.

The benefits of the Act include:

·       Sustaining America’s baseload electricity production capability

·       Saving the jobs of thousands of miners and utility workers

·       Providing new economic opportunities for forest products and agricultural sectors

·       Supporting the Administrations CO2 reduction goals

Net-negative CO2 baseload power technology involves a plant that uses a blend of coal and biomass in the form of pellitized wood.in the ratio of 80% coal and 20% biomass to give net-negative carbon emissions. The plant has CCUS (carbon capture, utilization and storage) on the back end.

We believe that a Net-Negative CO2 Baseload Power Program for coal must be a part of any infrastructure or climate related legislation that incentivizes other low-carbon infrastructure such as renewables.

Reducing economy-wide GHG emissions, sufficiently to address climate change concerns, would require U.S. and global electrification (transportation, industrial and building sectors) on an unprecedented scale and we need ALL low-carbon electricity generation options on the table.

The Administration’s “net-zero” goals are unattainable without “net-negative” technologies that preserve affordable, reliable baseload power. Coal with biomass co-firing is the only scalable, baseload power technology that can operate with net-negative carbon emissions.

Climate change is a global challenge. Developing economies, like China and India, will not turn their backs on coal and their own economic development. They have stated so and their actions prove they mean what they say. If the Administration wishes to lead the world in GHG reductions, the U.S. should commercialize net-negative CO2 technology and export it to the world. In doing so, American jobs will be created and global environmental improvement addressed at the same time.

We ask that you support efforts to introduce H.R.4891 “The Net-Negative Baseload Power Act” to the Senate and help in building support for this important legislation, which ensures a reliable power grid with net-negative CO2 for America’s future.
