December 1, 2022 - Today, the U.S. Department of Energy’s (DOE) Office of Fossil Energy and Carbon Management (FECM) issued two Requests for Information (RFIs) on the implementation of Future Growth Grants under the Carbon Dioxide (CO₂) Transportation Infrastructure Finance and Innovation (CIFIA) program and the development of field laboratories at carbon storage facilities through the Carbon Storage Technology Operations and Research (CarbonSTORE) initiative.

The two RFIs include the following:

• CIFIA Future Growth Grants: FECM and DOE’s Loan Programs Office are working together to provide direct loans and loan guarantees (CIFIA Loans) and Future Growth Grants that will support the development of regional and national CO₂ transport infrastructure to accelerate the deployment and development of carbon capture and storage projects. FECM is seeking information on implementation of Future Growth Grants to support expansion of systems that increase flow rate or capacity to meet future increases in demand for CO₂.

• CarbonSTORE: This RFI seeks input on the best approaches and options for developing field laboratories, whether at Carbon Storage Assurance Facility Enterprise (CarbonSAFE) initiative project sites or other sites, to catalyze the rapid development and field testing of technologies that would support a safe and affordable carbon capture and storage industry. If funded, CarbonSTORE would provide funding to operators of facilities and support to researchers to help accelerate the development of enabling technologies needed to underpin the gigaton-scale infrastructure required to meet U.S. climate goals for net-zero greenhouse gas emissions by establishing multiple CarbonSTORE facilities serving as long-term carbon storage field laboratories.

The CIFIA Future Growth Grants RFI solicits feedback from industry members, investors, developers, academia, research laboratories, government agencies, and other stakeholders. Comments must be received by 5:00 p.m. ET on January 17, 2023 and must be submitted as an email attachment to FutureGrowthRFI@netl.doe.gov with the subject line “DE-FOA-0002894-RFI”.

The CarbonSTORE RFI solicits feedback from carbon capture and storage developers/operators, researchers, communities, and others to assist in the development and deployment of the CarbonSTORE concept. Comments must be received by 5:00 p.m. ET on January 9, 2023 and must be submitted as an email attachment to RFI0002900@netl.doe.gov with the subject line “DE-FOA-0002900-RFI”.
